1. Week 11 Discussion initial post: What are the values that underlie New Public Management and the reinvention movement? How well do these values match those of democratic governance? What inferences might you draw from any mismatch between the two?

Introduction

Public Administration emerged as a discipline during the Progressive Reform Movement. It was during this time that professionalism in public service was increasing, and corruption was decreasing. Administrative efficiency and democratic accountability are often two principles that are inherently in conflict. Many reform efforts have sough to reconcile these principles.

New Public Management sought to reinvent government, and focused on systems and capacity that would assist public organizations to meet challenges in the 21st Century. Technology has been instrumental in improving government performance, particularly with respect to online resources.

New Public Service argues that government should not be run like a business, and instead it should focus on improving confidence in public serve and involving citizens in public decision making.
