Edward Bernays is considered to be the “father of propaganda.” In 1928 he published, “Propaganda,” in which he argued that public relations is essential to public service (politicians, platforms, constituents). In it, he states, “The political leader of to-day should be a leader as finely versed in the technique of propaganda as in political economy and civics. If he remains merely the reflection of the average intelligence of his community, he might as well go out of politics. If one is dealing with a democracy in which the herd and the group follow those whom they recognize as leaders, why should not the young men training for leadership be trained in its technique as well as in its idealism? Do you agree that politics and PR are intertwined, why/why not? What types of “techniques,” as Bernays references, do you believe would be essential for our modern leaders?
  2. In your opinion, how do you define the ‘function of a statesman’ (i.e. function of government) and has it truly changed or stayed the same since 1928?
  3. Lee states, “Communication is the basic prerequisite for democracy,” and he points out three purposes of government PR and how they coincide – Mandatory- Optional- Dangerous. Choose one of the three purposes, and provide an example of (past or present day) of an event/message sharing/ legislation/regulation/policy at the local, state or federal level in which one of these typologies was utilized. What was the method of outreach and outcome (public sentiment, popularity, feedback)? For example, your textbook cites the U.S. Forest Service & Smokey the Bear.
